Regarding the American Civil War England abolished slavery sooner than Abraham Lincoln's Emancipation Proclamation. The British Isles did it with pens of Parliament. The United States could have accomplished the same ban on slavery through Congress. Hey, what can I say. Is Congress still stubborn?
