First of all the word "control" is a poor term to use regarding government. In reality it's all about gun safety.
Secondly all bullets must be locked securely from bully behavior, mentally deficient, those lacking anger control and kill-for-thrill weaklings. If murder or disablement results parents must be held responsible for not obeying lock up of ammunition as as well as delinquent youths. All gun safety laws must be enforced by the law.
It's not guns that kill, it's ammunition in the hands of unaccountable culprits that terrorize with the violence of gun fire often used against rival religions.
As vehicles require driver training and licenses, guns that kill must have the same.
Every village, town and municipality must have community vanguards checking on problem youths in their own societies.
Starting with first grade, civilized behavior must be taught in a separate class emphasizing kindness and respect of people and animals as well, with penalties stressed, the same as gun safety.
